Financial Autonomy For State Assemblies, Judiciary Put On-Hold

President Muhammadu Buhari has suspended the gazetting of the executive order which he recently signed to grant financial autonomy to states Legislature and Judiciary.

The President may have succumbed to pressure from governors of the 36 states of the federation to put on hold the implementation of Executive Order 10 of 2020 on financial autonomy for the legislature and judiciary at the sub sub-national level.
Buhari after a meeting on Monday in Abuja with a delegation of the Nigeria Governors’ Forum (NGF), assured them that he would not gazette the executive order and would delay its implementation.
The order mandated governors to disburse to state legislatures and the judiciary allocations due to them, failing which the federal government is empowered to deduct such funds from state allocations and directly transfer them to the two arms of government at state levels.
 The Governors had expressed displeasure over the signing of the executive order, saying some of its provisions violated the 1999 Constitution as (amended). At their last virtual meeting last month, the governors had set up a three-member committee, comprising Aminu Tambuwal (Sokoto), Simon Lalong (Plateau) and Rotimi Akeredolu (Ondo) to engage the Attorney-General of the Federation (AGF) and Minister of Justice, Mr. Abubakar Malami (SAN), to iron out the grey areas.
